This is a self-extracting zip file. To install the scenarios, doubleclick the downloaded file and click the Unzip button to install the scenarios files. Go to the folder that contains the extracted files (the default location is C:\OASIS_Resources) & doubleclick the "Advanced Scenarios3.exe" file.
