The Conditions of Participation include the requirements that a home health agency must meet to participate in the Medicare program. In 1999 the Conditions of Participation added a rule that requires the agency to complete a patient-specific comprehensive assessment for each patient and to incorporate the OASIS data set into its assessment process for Medicare and Medicaid patients. The focus of a comprehensive assessment is a thorough and skilled clinical evaluation of the person, within the home setting—not the collection of OASIS data.
